Initial Screening & Desk Review

Every submitted manuscript undergoes an initial evaluation by the Editorial Board. The editors inspect the paper for alignment with the journal's Focus and Scope, adherence to the Author Guidelines, and similarity screening via anti-plagiarism tools (Turnitin/iThenticate).

Double-Blind Peer Review

Manuscripts passing the initial check are assigned to at least two independent peer reviewers. The identity of both authors and reviewers remains completely masked. Reviewers critically assess scientific novelty, methodological rigor, theoretical depth, and technological contributions to public sector governance.

Author Revision & Response

Comprehensive constructive feedback and reviewer evaluations are delivered to the corresponding author. Authors are required to upload their revised manuscript along with an itemized point-by-point response letter within the requested timeframe.

Final Editorial Decision & Production

The Editor-in-Chief determines the final verdict (Accept Submission, Revisions Required, or Decline Submission) based on reviewer recommendations. Accepted articles proceed to professional copyediting, layout proofing, and DOI assignment for publication.

Evaluation Dimensions

  • Substance: Originality of ideas, clarity of problem statement, analytical depth, and clear contributions to government practices.
  • Methodology: Appropriateness of research design, data validity, empirical adequacy, and reproducibility of analysis.
  • Technical Quality: Logical IMRAD structure, use of current primary literature (minimum 80% from reputable journals within the last 10 years), and precise citation formatting.
