Jurnal Teknologi dan Komunikasi Pemerintahan (JTKP) with ISSN 3032-4785 (online) is a biannual peer-reviewed journal dedicated to publishing high-caliber research in public sector informatics, smart governance, and government communication systems.

The publication of peer-reviewed articles contributes directly to the development of a coherent, respected body of knowledge. It reflects the intellectual rigor of the authors and their supporting institutions. As the official publisher, the Government Information Technology Engineering Study Program (TRIP), Faculty of Government Management, Institut Pemerintahan Dalam Negeri (IPDN) oversees every publication phase with an uncompromising commitment to ethical guardianship.

This ethical code clarifies expectations for authors, editors, reviewers, and the publisher, and is grounded in the Committee on Publication Ethics (COPE) Best Practice Guidelines.

Duties & Responsibilities of Editors
 

Publication Decisions & Accountability

The Editor-in-Chief holds final responsibility for deciding which submitted manuscripts will be published. These decisions are guided by academic validity, intellectual significance, originality, and adherence to legal frameworks governing copyright, libel, and anti-plagiarism standards.

 

Fair Play & Non-Discrimination

Manuscripts are evaluated purely on academic merit, methodological strength, and conceptual relevance, without prejudice regarding the author's race, gender, religious creed, ethnic origin, nationality, citizenship, or political philosophy.

 

Strict Confidentiality

Editors and editorial staff must maintain the confidentiality of all submitted materials. Information regarding a manuscript is disclosed solely to the corresponding author, designated peer reviewers, editorial advisors, and the publisher.

 

Disclosure & Conflicts of Interest

Unpublished data, findings, or concepts disclosed in a submission must never be utilized in an editor's personal research without explicit written consent from the author. Editors recuse themselves from processing manuscripts involving competitive, collaborative, or personal relationships.

Reviewer & Author Standards
 

Duties of Peer Reviewers

  • Contribution to Decisions: Assist editors in making editorial determinations and provide constructive recommendations to help authors refine their manuscripts.
  • Promptness: Notify editors promptly and decline review if unqualified or unable to meet the agreed evaluation schedule.
  • Objectivity: Reviews must be conducted objectively. Personal criticism of authors is unacceptable; critiques must be supported by clear scholarly arguments.
  • Citation Acknowledgement: Reviewers must identify relevant published work that has not been cited by the authors and report any substantial similarity to other known manuscripts.
 

Duties of Authors

  • Originality & Plagiarism: Authors must submit entirely original work. Proper citations or quotations are required when drawing upon external findings.
  • Multiple Submissions: Submitting the same manuscript concurrently to more than one journal constitutes unethical publishing behavior.
  • Authorship Integrity: Authorship must be limited to contributors who made substantial intellectual additions to conception, design, execution, or data interpretation.
  • Fundamental Errors: If an author detects a significant inaccuracy in their published paper, they are obligated to notify the editor immediately to coordinate an erratum or retraction.
