Aplikasi “SIPADEK” (Sistem Informasi Pelayanan Administrasi Perkantoran) adalah aplikasi pelayanan administrasi surat menyurat perkantoran yang didalamnya terdapat berbagai fitur yang dapat dimanfaatkan antara lain disposisi surat digital, surat masuk dan keluar, membuat surat, pencarian surat, paraf dan tanda tangan digital, arsip surat dan agenda acara. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pelaksanaan Smart Governance melalui aplikasi “SIPADEK” di Dinas PUPR Kota Jambi, mengindentifikasi faktor penghambatnya, serta upaya dalam mengoptimalkan pelaksanaannya.Penelitian ini menggunakan metode kualitatif dengan penelitian studi kasus. Pada pelaksanaanya ditemukan hambatan yaitu kemampuan pegawai lamban dan minat pegawai kurang dalam pengoperasian aplikasi, kemampuan jaringan data yang kurang stabil, dan kapasitas upload file yang terbatas.
