<p>Kecamatan Tenggarong merupakan salah satu kecamatan yang ada di Kabupaten Kutai Kartanegara Provinsi Kalimantan Timur yang memiliki khas kerajinan tangan manik-manik yang memiliki keindahan sangat khas membuat kerajinan manik-manik banyak dibeli oleh konsumen akan tetapi permintaan para konsumen yang banyak belum dapat terpenuhi oleh para pelaku usaha mikro kerajinan manik-manik. Hal tersebut membuat Pemerintah Kecamatan Tenggarong terus berusaha mengembangkan potensi di bidang kerajinan melalui Dinas Koperasi dan UKM terutama dalam produksi kerajinan manik-manik untuk memenuhi kebutuhan konsumen. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pemberdayaan pelaku kerajinan manik-manik yang dilakukan oleh Dinas Koperasi dan UKM Kabupaten Kutai Kartanegara dan kendala-kendala dalam pelaksanaannya. Metode yang digunakan yaitu metode kualitatif dengan pendekatan induktif. Teknik mengumpulkan data yang digunakan di lapangan yaitu teknik observasi, wawancara, dan dokumentasi yang lebih sistematis, faktual, dan akurat dalam hasil penelitian yang dilakukan. Hasil penelitian menunjukkan bahwa pemberdayaan usaha mikro pelaku kerajinan manik-manik yang dilakukan oleh Dinas Koperasi dan UKM belum terlaksana dengan optimal. Hal ini dikarenakan adanya kendala-kendala dalam pelaksanaan pemberdayaan. Berdasarkan hasil penelitian yang menjadi kendala adalah sumber daya manusia terbatas, modal yang kurang, serta bahan baku yang mulai langka. <p>Bureaucratic Simplification is a policy based on the government's desire to answer various institutional and bureaucratic problems. In principle, the bureaucratic simplification policy is carried out through 3 (three) stages, namely simplifying the organizational structure, equalizing positions, and adjusting work systems. The Lampung Provincial Government is one of the regions that has implemented bureaucratic simplification. Through various policy implementation processes, implementation performance is produced which is characterized as outcomes that have direct impacts, medium-term impacts and long-term impacts. Using a qualitative descriptive research method, the process of implementing outcome-based policies in the Regional Government of Lampung Province will be described. The research results show that through three stages of bureaucratic simplification we will see how implementation performs. The Equalization Process for 669 positions in the Lampung Provincial Government is a direct impact of the implementation of the bureaucratic simplification policy, this means that the Lampung Provincial Government has cut 669 existing structural positions. Next, through the stages of equalizing positions for 503 structural positions to functional positions, individual Civil Servants in the Regional Government of Lampung Province who previously held structural official positions were directly transformed into functional officials. Furthermore, the long-term impact is that the work system that applies to the Lampung Provincial Government from now on must be guided by Governor Regulation Number 22 of 2023 concerning Work Systems for Simplifying Bureaucracy. <p><strong><em>. </em></strong><em>Congestion is one of the problems that occur in urban areas, one of which is the city of Bandung. To overcome this problem, the Bandung City Government has established a policy on Trans Metro Bandung with the aim of improving services and providing integrated, safe, fast, smooth, orderly, regular, comfortable, reliable and efficient public transportation. But the policy has not been able to achieve the set goals. This study aims to analyze the determinants and efforts to optimize the success of Trans Metro Bandung policy implementation in Bandung City. This research uses a postpositivist approach with data collection techniques in the form of interviews, observation, and documentation. The informant determination technique used is purposive sampling and snowball sampling. Data analysis used is collection, condensation, presentation, and conclusion drawing. The results showed that there were factors that hindered the implementation of the Trans Metro Bandung policy, namely the difficulty of implementing policy instruments, unclear policy design related to resources and target changes, insufficient resources needed, inability to implement SOPs, and the low level of benefits felt by the community. The results of this study also show that there are supporting factors for the implementation of the Trans Metro Bandung policy, namely the appropriate policy instruments, the existence of a supervisory structure, the appropriate institutional design, the adequacy of the resources needed, and the involvement of the community. Efforts that need to be made to optimize the Implementation of Trans Metro Bandung Policy in Bandung City are to integrate mass transportation that connects Greater Bandung, improve the quality of Trans Metro Bandung services, and recruit competent information management human resources and appropriate promotion of Trans Metro Bandung services.</em></p> <p><strong><em>Keywords:</em></strong><em> Implementation Policy, Transportation Policy, Trans Metro Bandung </em></p>Sandrina Fuji Indah LestariMuchlis HamdiMutia Rahmah

<p><strong><em>ABSTRACT</em></strong><em>. </em><em>The government and all elements of society can now utilize development information and communication technology, which is developing rapidly. The government can manage government and provide services to the community more quickly, effectively, efficiently, transparently, and accountable. One way is through development planning through e-planning, as in Central Java Province. The implementation of e-planning in Provincial and Regency/City Regional Development Planning is expected to provide convenience for all rights, both public information and all stakeholders, to access as a reference for participation and monitoring. The implementation of e-planning has objectives that include (1) increasing coordination and shared understanding between central and regional governments in implementing e-planning applications in regional development planning; (2) providing input and sharing regional experiences in developing and utilizing e-planning applications in preparing regional development plan documents. This research was conducted to determine how the e-planning system is implemented at the Central Java Province Regional Development Planning Agency. They were using qualitative descriptive research methods. Data were collected using interviews, questionnaires, literature studies, and documentation. The results of the research show that the implementation of the e-planning system at the Regional Development Planning Agency has been implemented quite well; however, in the process of implementing the e-planning system in Central Java (GRMS), it does not follow the Decree of the Minister of Home Affairs which requires all regional governments to use the SIMBANGDA application. It aims to synergize one integrated data with the Ministry of Home Affairs. <p><strong>ABSTRAK</strong><strong>. </strong>Desa Koto Mesjid merupakan pusat kawasan perikanan budidaya ikan patin yang ada di Kecamatan XIII Koto Kampar. Tiada Rumah Tanpa Kolam menjadi motto desa ini. Namun, dengan segala potensi perikanan budidaya ikan patin yang ada masih belum dikelola secara maksimal. Penelitian ini bertujuan untuk memperoleh gambaran tentang pemberdayaan oleh Dinas Perikanan Kabupaten Kampar terhadap petani ikan patin dalam meningkatkan pendapatan masyarakat di Desa Koto Mesjid. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Hasil penelitian menunjukkan bahwa upaya pemberdayaan petani ikan patin yang dilakukan melalui pelatihan, pendampingan, dan kerjasama lintas sektor yang berdampak positif terhadap peningkatan pendapatan petani ikan patin. Dinas Perikanan Kabupaten Kampar memiliki peran penting dalam menyelenggarakan kegiatan pemberdayaan kepada petani ikan patin. Kolaborasi antarpetani dalam kegiatan budidaya dan bantuan sarana prasarana juga berkontribusi dalam meningkatkan produktivitas para petani. Namun, pelaksanaan pemberdayaan masih terdapat beberapa hambatan seperti keterbatasan kemampuan para petani, kesulitan memperoleh bahan baku pakan ikan, cuaca yang sulit diprediksi serta keterbatasan fasilitas budidaya yang ada. <p><strong><em>ABSTRACT</em></strong><em>. As one of the leading sectors, tourism needs to be developed purposefully in order it can contribute significantly to national and regional income which in the end can improve the society welfare. The current trend is the development of tourist villages which is being carried out in various regions in Indonesia, including Somongari Village, Kaligesing District, Purworejo Regency, Central Java. In this research, researchers describe the implementation of Regional Regulation Number 15 of 2019 concerning Tourism Villages and identify supporting and inhibiting factors and efforts to overcome obstacles to implementation. This research is qualitative research with a descriptive approach. The theory used is the implementation theory from Van Meter & Van Horn (1975). Data was collected through in-depth interviews, observation, and documentation. Once collected, the data was then analysed using the interactive analysis model Miles, Huberman, Saldana (2014). </em><em>The research results indicate that the policy implementation has been successful, as evidenced by four out of six analyzed dimensions being categorized as good, namely the dimension of the characteristics of the implementing organization, the dimension of communication between related organizations and implementing activities, the dimension of the attitudes of the implementers, and the dimension of the social, economic, and political environmental conditions. This success is supported by the strong commitment among policy implementers, effective communication, and the high awareness of the Somongari Village community regarding the development of the tourist village. The inhibiting factors include the lack of understanding among policy implementers regarding Regional Regulation Number 15 of 2019 on Tourist Villages, the inadequate and incompetent resources of Pokdarwis, the suboptimal management of village funds, and the minimal budget support for the development of supporting facilities.</em></p> <p><strong><em>Key words: </em></strong><em>implementation; policy; development; government; tourist village</em></p>Tesar AffiangitMutiar Fitri Dewi

<p><strong><em>ABSTRACT. </em></strong><em>This study originates from the issue of a lack of in-depth and specific evaluation to assess the implementation of Government Regulation No. 18 of 2016, which has significant implications for organizational changes in regencies/cities across Indonesia. The study aims to analyze the management and organization of regional apparatus in Kutai Kartanegara Regency based on Government Regulation No. 18 of 2016 concerning Regional Apparatus, utilizing G.R. Terry's management theory. The research employs a qualitative study method with a descriptive analysis approach. Data were collected through observations, interviews, and document analysis. In this analysis, G.R. Terry's management theory serves as the foundation for understanding fundamental management concepts, such as planning, organizing, leading, directing, and controlling. The findings reveal that the implementation of Government Regulation No. 18 of 2016 has influenced various aspects of management and the organization of regional apparatus in Kutai Kartanegara Regency. Terry emphasizes the importance of sound planning, efficient organizational structures, strong leadership, clear direction, and strict control to achieve organizational objectives. By analyzing the management and organizational practices of regional apparatus through this theoretical lens, the study provides deeper insights into how management concepts can be applied within the context of local government administration. The conclusion of the study underscores the importance of applying effective management principles to improve the performance and efficiency of local government operations. <p><em>The research aims to determine the dominant factors determining stunting, the collaborative governance carried out by the Yogyakarta City Government in dealing with stunting, and community participation in the form of community movements formed in handling stunting in the City of Yogyakarta. The research method used is qualitative. The data collection techniques used in this research are documentation and interviews. The results of this research explain that stunting is one of the unsolved problems in the city of Yogyakarta. This is because there are still high cases of stunting in several Islamic boarding school areas in Yogyakarta City. The dominant factors determining stunting are pregnant women with CED (Chronic Energy Deficiency) and smoking. The collaborative governance of the Yogyakarta City Government or in this case the Yogyakarta City Health Service has collaborated with various parties from the government sector, academic sector, business sector and civil society sector. These sectors are involved in handling stunting in the form of innovative community movements, namely the Segoro Bening community movement (Spirit of Mutual Cooperation Free from Stunting) which was spearheaded by the Wirobrajan Ministry of Education and Ceting Buhari (Prevent Stunting for 1000 Days) which was spearheaded by the Gedongtengen Ministry of Education. Apart from the community movement, the Yogyakarta City Government has also formed a TPPS (Team for the Acceleration of Stunting Reduction) which holds discussion sessions every two weeks between several related agencies. Even so, there are still several obstacles in handling this.
