Abstrak

Several indications of problems in the field as well as the results of related research indicate that there are still many problems in the development of halal tourism in Aceh Province and Banda Aceh City. The purpose of the study was to find out more about the development of halal tourism carried out in the city of Banda Aceh. This research is a qualitative descriptive study. The data was collected by using interview, observation, and documentation techniques. The interviews were conducted with 16 informants. To increase the validity of the study, the authors also performed triangulation, both triangulation of data sources and triangulation of techniques. The concept of "development" used in this study combines the opinions of Sammeng (2001), Andrew E. Sikula in Sedarmayanti (2009) and Yoeti (2008). Therefore, the concept of "development" is defined as a conscious and planned process of system change towards better conditions in terms of human resources, physical aspects and other non-physical aspects. Meanwhile, regarding the implementation of halal tourism in the City of Aceh, the basis for the Mayor of Banda Aceh Regulation Number 17 of 2016 concerning the implementation of halal tourism is used. The results of the study found that there were still inadequate facilities, a lack of staff, and a lack of public understanding and awareness in the development of halal tourism in Banda Aceh City. Of the three dimensions observed, namely the dimensions of developing tourism objects and destinations, the dimensions of providing infrastructure, and the dimensions of developing tourism human resources, all of them show performance that cannot be assessed as good. It can be concluded that the development of halal tourism in Banda Aceh City has not been implemented properly.
