Abstract

Economic security dan personal security merupakan dua dimensi penting dalam pendekatan personal security yang mempengaruhi keberhasilan pembangunan berkelanjutan, khususnya bagi perempuan di Provinsi Jawa Barat. Sebagai provinsi dengan jumlah penduduk terbesar di Indonesia, Jawa Barat menghadapi tantangan serius berupa tingginya angka kekerasan terhadap perempuan dan anak serta ketimpangan akses ekonomi yang masih signifikan. Ketidakmandirian ekonomi perempuan memperkuat kerentanan terhadap kekerasan, terutama dalam lingkup domestik, karena terbatasnya kontrol terhadap sumber daya dan kesempatan kerja. Kondisi ini menghambat kontribusi perempuan dalam proses pembangunan dan memperlebar gap kesejahteraan di tingkat wilayah. Penelitian dalam dokumen ini menekankan bahwa penguatan pemberdayaan perempuan perlu diarahkan pada dua aspek utama: peningkatan akses ekonomi melalui pelatihan keterampilan dan kesempatan usaha, serta perlindungan komprehensif dari tindak kekerasan melalui penguatan regulasi, layanan pendampingan, dan sinergi kelembagaan. Upaya terintegrasi berbasis personal security diyakini dapat mendorong pencapaian tujuan pembangunan berkelanjutan, khususnya kesetaraan gender dan pengurangan ketimpangan. Dengan demikian, perempuan tidak hanya menjadi penerima manfaat pembangunan, tetapi juga aktor strategis dalam mewujudkan pembangunan Jawa Barat yang lebih inklusif dan berkeadilan.
