The occurrence of imbalances or shortages for implementing positions at the Pesawaran Regency Manpower and Transmigration Office is one of the focuses of the problems in this study. The purpose of the study was to obtain an overview and analyze the competence of the Manpower and Transmigration Service apparatus in improving the quality of public services at the Manpower and Transmigration Service of Pesawaran Regency, Lampung Province. The method used is descriptive qualitative. The research findings indicate that
the Manpower and Transmigration Office of Pesawaran Regency is still facing problems related to the quantity and quality of the apparatus. In addition, there are still employee positions that are not in accordance with their educational background. In conclusion, related to the competence of the Manpower and Transmigration Office of Pesawaran Regency, Lampung Province, it has fulfilled the four dimensions, namely helping and serving others, being able to influence and create an impact, having managerial abilities
and personal effectiveness abilities. However, there is one dimension that is still not good in implementing apparatus competence, namely the achievement and action-oriented dimension, where employees who occupy positions are not in accordance with their educational background.
