Abstract

Village development planning is one of the initial stages in the village development process.
In village development planning, community participation is very important because
people are more aware of the problems and potential resources available. The
existence of the Village Community Empowerment Institution is expected to be able to
initiate and motivate the participation of rural communities in village development planning.
Although it seems cliché, honesty, sincerity and good communication from the
village government, the Village Consultative Institution and elements of the community
are key to the success of comprehensive village development planning.
This study uses content analysis method with a qualitative approach. The conclusion
of the research results is; 1) The mechanism of village development planning is carried
out in accordance with the Law of the Republic of Indonesia Number 6 of 2014 concerning
Villages and the Regulation of the Minister of Home Affairs of the Republic of
Indonesia Number 114 of 2014 concerning Guidelines for Village Development; 2) The
Village Community Empowerment Institute plays a very important role in village development
planning, which is related to: a) Accommodating and channeling community
aspirations; b) Engagement in the preparation of participatory development planning;
c) Grow community participation; and d) Exploring the potential of natural resources
and environmental compatibility within the framework of development planning in the
village.
