IMPLEMENTASI KEBIJAKAN PROGRAM RASKIN DALAM RANGKA MENINGKATKAN KETAHANAN PANGAN KELUARGA MISKIN DI KELURAHAN PELAIHARI KECAMATAN PELAIHARI KABUPATEN TANAH LAUT

Abstract

Rice for poor family (RASKIN) is government programme which aimed to decrease outcome load of the poor family and to increase poor people access in fulfilling their main food needs as one of basic right of peoples. However, as like as other government policies, RASKIN programme also sensitive to emerge many deviations mostly in its implementation.

Based on these argumentation, writer interest to do research entitled “IMPLEMENTATION POLICY OF RASKIN PROGRAMME IN ORDER TO INCREASE FOOD DEFENCE OF POOR FAMILY IN PELAIHARI SUBDISTRICT TANAH LAUT REGENCY”. This research aim to know and analyze about the implementation policy of RASKIN programme in order to increase food defence of poor family in Pelaihari Subdistrict and factors which become constraint in its implementation with using the desciptive research method and inductive approach.

From result of this research and direct observation that obtained by writer, after be analyzed the research result shows that implementation policy of RASKIN programme in order to increase food defence in Pelaihari Subdistrict appraised not yet full felt by RTS-PM. This matter besides influenced by program performance indicator which not yet been reached, also influenced by a lot of at least sum up family member from each RTS-PM.

Factors that has become constraints in implementing policy of RASKIN programme in Pelaihari Subdistrict are lack of mental and attitude of society, lack of employee awareness in RASKIN distribution, long distance between distribution point with the benefit receiver, unprovided special facilities for the RASKIN storage and a proper rice pair of scales, low coordination of Subdistrict with General Company BULOG Regional Division in South Kalimantan in standardization of RASKIN distribution schedule, and RTS-PM who do not criticize RASKIN programme. In order to overcome these constraints, writer suggest to give understanding to the peoples about who have to receive the RASKIN, to take action distinctly the employees who do not use his authority correctly, budget addition in RASKIN operational, providing the RASKIN facilities which not provided yet by the Subdistrict, effective coordination meeting, and the target family as benefit receiver should be active in RASKIN programme policy.
