Analisis Kerentanan Ekonomi Petani Akibat Perubahan Iklim di Kabupaten Indramayu: Pendekatan dengan Kerangka DPSIR

Abstract

Perubahan iklim meningkatkan kerentanan sektor pertanian, khususnya pada aspek ekonomi rumah tangga petani. Ketidakpastian musim tanam, keterbatasan air, serta kelemahan tata kelola memperburuk stabilitas produksi dan kesejahteraan petani. Penelitian ini bertujuan untuk menganalisis kerentanan ekonomi petani akibat perubahan iklim di Kabupaten Indramayu secara terintegrasi. Penelitian menggunakan metode deskriptif kualitatif dengan dukungan data kuantitatif. Data dikumpulkan melalui kuesioner, wawancara, observasi, dan studi dokumentasi, dengan melibatkan petani dan pemangku kepentingan terkait. Analisis dilakukan menggunakan kerangka Drivers–Pressures–State–Impact–Response (DPSIR). Hasil penelitian menunjukkan bahwa variabilitas iklim, dinamika hazard, dan keterbatasan implementasi kebijakan menjadi faktor pendorong utama yang memicu tekanan terhadap sistem pertanian, terutama dalam bentuk keterbatasan air, kerusakan irigasi, dan meningkatnya biaya produksi. Dampaknya adalah meningkatnya kerentanan ekonomi petani yang ditandai oleh ketidakseimbangan antara pendapatan dan pengeluaran serta tingginya ketergantungan terhadap pinjaman yang ditunjukkan oleh sekitar 78% petani bergantung pada pembiayaan eksternal. Temuan ini menegaskan bahwa kerentanan ekonomi petani bersifat sistemik dan memerlukan intervensi kebijakan yang terintegrasi melalui penguatan tata kelola irigasi, kelembagaan, dan praktik pertanian guna meningkatkan ketahanan sistem secara berkelanjutan.
