The differences in conditions of the community results in diverse services provided by the government. Thus, the Tegal Regency Civil Registry Office made an innovation called the Sistem Informasi Registrasi Penduduk (SIPREP/Population Registration Information System). This research aims to find out about the service quality of civil administration services at the village level through SIREP. The research method used is qualitative descriptive with an inductive approach. The data collection techniques used were observation, interviews, and documentation. To analyze service quality, Sinambela’s theory was used with 6 dimensions of excellent service including transparency, accountability, conditional, participatory, equal rights, and balance of rights and obligations. Based on the analysys results, it was clear that the civil administration services at the village level through SIREP managed by the Tegal Regency Civil Registry Service had been running well. As an approach in civil administration service, the Civil Pupulation and Registry Office of Tegal Regency provides the LOAKK (Lahir Olih Akta Karo KK) Program. This research aims to determine and analyze the civil document service through the LOAKK Program, inhibiting factors, and efforts made by the Tegal Regency Civil Registry Office in overcoming existing obstacles. This is a descriptive qualitative research with an inductive approach. The informants and respondents were selected using the purposive sampling technique and the data were collected using observation, interviews, and documentation. The data were analyzed using was reduction, presentation, and drawing conclusions, and then the data was validated using triangulation. Within the Chinese-Indonesian community, this practice is often considered sufficient without formally registering the marriage with the Department of Population and Civil Registration. Consequently, the ownership rate of marriage certificates among the Chinese-Indonesian community in Singkawang remains low. This study aims to explore the strategies employed by the Department of Population and Civil Registration to address the low rate of marriage certificate ownership, focusing on the cultural practices and traditions of the Chinese-Indonesian community as objects of the study. The study employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation. The data analysis technique utilized is the ASOCA framework, which includes Ability, Strength, Opportunity, Culture, and Agility. The findings of this study indicate that 1) the Department of Population and Civil Registration has implemented strategies to encourage marriage registration, which include socialization among the Chinese-Indonesian community regarding marriage registration, building collaborations among institutions as well as vihara (Buddhist temples) or klenteng (Chinese temples), improving public services, providing foreign language training for staff, and offering mobile or on-the-spot services. 2) The challenges identified include: limited public knowledge about marriage registration, the absence of formalized written agreements, the inability of some vihara and klenteng to issue marriage blessing certificates, a shortage of civil servants (ASN) in the Department of Population and Civil Registration, the inactive status of the Dukcapil Online system, and insufficient foreign language skills among staff members. 3) To address these challenges, the Department of Population and Civil Registration has conducted socialization to the community and submitted requests for additional civil servants.</em></p> <p><em>&nbsp;</em></p> <p><em>Keywords: Marriage Certificate, ASOCA, Photo Marriage, Chinese-Indonesian Community, Registration, Strategy.</em></p> <p>&nbsp;</p> Femmy Febriyanti Gatiningsih Gatiningsih Fazri Ramadhan Fitrah Alamsyah ##submission.copyrightStatement## 2024-12-31 2024-12-31 6 2 104 122 10.33701/jurnalregistratie.v6i2.4816 THE EFFECTIVENESS OF DIGITAL POPULATION IDENTITY IMPLEMENTATION IN BANDUNG CITY https://ejournal.ipdn.ac.id/jurnalregistratie/article/view/4992 <p>The Ministry of Home Affairs of Indonesia has set up a 25% of Digital Population Identity (DPI) coverage by 2023, and 30 percent in 2024. Unfrotunately, underachievement occured in some areas. This research assessed the effectiveness of the DPI program in Bandung City using a quasi-qualitative method. The commitment of regional leaders and Civil Servants, as well as an organized division of tasks was found adequate. The program has covered key groups of society, including Civil Servants, students, and high school/vocational students. Bandung City has managed to acheive the predtermined target, with proper outreach and apporach throguh online and offline modes. The underachievement of DPI program could be tirggered by unclear measurement indicators and inadequate community outreach and education. This research concludes that DPI program in Bandung City has been relatively effective despite some challenges.<br>Keywords: Program Effectiveness, Digital Population Identity, Population Documents, Digitalization of Public Services.</p> Annisa Rahmadanita ##submission.copyrightStatement## 2024-12-31 2024-12-31 6 2 123 139 10.33701/jurnalregistratie.v6i2.4992 THE EFFECTIVENESS OF THE FAMILY PLANNING PROGRAM IN CONTROLLING THE POPULATION GROWTH RATE IN NORTH MINAHASA REGENCY, NORTH SULAWESI PROVINCE https://ejournal.ipdn.ac.id/jurnalregistratie/article/view/4943 <p><em>This research aims to assess the effectiveness of the Family Planning Program in controlling the population growth rate in North Minahasa Regency, North Sulawesi Province. The research employs a qualitative descriptive method to collect and analyze data, with a total of 9 informants. Data collection was conducted through observation, interviews, and documentation. The data analysis process involved reduction, presentation, conclusion, and verification. The research is grounded in Duncan's theory of effectiveness, which consists of three components: (1) Goal Achievement, (2) Integration, and (3) Adaptation. The findings indicate that the Family Planning Program has effectively reduced the population growth rate in North Minahasa Regency by 0.6% compared to the previous year.
