Manuscript Selection & Quality Assurance Criteria

1. Novelty & Scientific Significance: The manuscript provides new theoretical, empirical, or practical policy contributions to public governance, public policy, and civil service administration.

2. Methodological Rigor: The research design, instruments, data analysis, and interpretation of findings are structured systematically, robustly, and with scientific accountability.

3. Academic Integrity & Originality: The overall similarity index must be ≤ 30% via Turnitin/iThenticate screening and strictly free from data fabrication.

4. Currency of References: A minimum of 80% of citations must derive from primary, reputable peer-reviewed scientific journals published within the last 5–10 years.

5. Adherence to Author Guidelines: Formatting must consistently comply with the journal template, IMRaD structure, and formal scholarly citation standards.
