PENERAPAN KEBIJAKAN PEMERINTAH DAERAH TERHADAP PELAYANAN PEMBUATAN KARTU KELUARGA (Studi Kasus pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tulungagung PROVINSI JAWA TIMUR)

Abstract

ABSTRACT
The objectives of this research are: 1) to know the implementation of local policy in issuing the family
card in the Office of Demographic and Civil Registration, Tulungagung District; and 2) to know
the obstacles existing in the process of family card in the Office of Demographic and Civil Registration,
Tulungagung District. The research method was descriptive by using qualitative analysis. From the
analysis results about the implementation of local government policy on family card making service in
Tulungagung District’s Office of Demographic Affairs and Civil Records, it can be concluded that the
service given was appropriate with local government policy from local staff’s work plan. The result in
electronic archive record sector was satisfying enough, with minimal achievement of 70%. For the other
sectors, the minimal achievements were 80% and 100%. The implementation obstacles were the lack of
clear information and not yet right to target on the society that need to make a family card.
