ANALISIS IMPLEMENTASI KEBIJAKAN KETERBUKAAN INFORMASI PUBLIK PADA DINAS PERPUSTAKAAN DAN KEARSIPAN DAERAH PROVINSI JAWA BARAT TAHUN 2014-2017

Abstract

This study raised the issue the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java. The research questions in this research, first why the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java difficult to implement and, second how to encourage the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java. By using the theory proposed by Merilee S. Grindle, there are two critical determinants of policy implementation: the content of policy and the context of implementation. Furthermore, to encourage the implementation of the policy of public disclosure, using the opinion initiated by the Open Government Partnership about the stages of implementation of public policy.

The Study uses post positive approach with qualitative method. Informants were selected using purposive techniques, consisting of external and internal informants who really understood about the problems and the policy implemented by the Departement of Library Affairs of Province West Java.

The results of this study showed that (i) the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java does not run in effective way due to limited use of policy content and context of implementation so it can not be the realization of public disclosure; (ii) to encourage the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java in order to more effectively refers to the stages of implementation of public information policy initiated by the Open Government Partnership. The recommended actions to improve the the implementation of the policy of public disclosure in the Departement of Library Affairs of Province West Java is a regulatory adjustment of the policy of public disclosure in the Departement of Library Affairs of Province West Java, the preparation of a clear program for the implementation of the policy of public disclosure, and improving the quality of public information services in the Departement of Library Affairs of Province West Java.
