Abstract

ABSTRACT

Pangandaran is the first tourist destination in Indonesia applied the concept of DMO. The background of the problem focused in improving the operation of tourism where the government needs to make strategic coordination across sectors at the level of policies, programs, and activities of tourism. In the implementation of the DMO in Pangandaran there some problems caused by the weakness of tourism has been managed partially.. Stakeholders involved in the management of Pangandaran are not coordinated and less integrated with each other. In this study, researchers used qualitative research methods. Data were collected through observation, documentation, and interviews. The theory used in the opinion E.F.L. Brech in Hasibuan (2007: 85) that coordination is “offset and moving the team to provide a suitable location with the work activities of each and keep the activities carried out with proper alignment between the members themselves”. Based on the analysis of authors, suggest that the mechanism of coordination of stakeholders in enhancing the development strategy of the DMO is done with two (2) phases where phase 1 focused on the theme of Tourism Development Sustainable Supporting Biodiversity where planning masterplans tourism Disparperindagkop SMEs bottom-up, involving the combination and coordination from government, stakeholders and the local community as witnesses of tourism as well as their adaptation concept that refers to the concept of mangrove forest recovery. Phase 2 refers to sustainable tourism to energy efficiency through adaptation and mitigation activities with programs STREAM (Sustainable Tourism through Energy Efficiency with Adaptation and Mitigation Measures), where mitigation through detection disaster early detection of tourism refers to how the efficiency of the canopy energy in the destination tourism. Barriers that occur are: 1). the problem of waste in coastal areas, 2). Communication is built not optimal, 3). FGD have not shown optimal results because only representatives were present and their dissemination to the lower ranks, 4). Not all stakeholders are committed to realizing the success of the implementation of the DMO program. Efforts are being made, 1). Coordination of all relevant stakeholders. 2). Introduction of destinations and products, 3). Training of tourism businesses. 4). Make Pangandaran tourism profile. 5) Planning beach tourist facilities, 5). Planning the relocation of traders.
