INTEGRASI SISTEM PERENCANAAN PARTISIPATIF, TEKNOKRATIF, DAN POLITIS DALAM PERENCANAAN DAN PENGANGGARAN PROGRAM PEMBERDAYAAN EKONOMI MASYARAKAT KOTA
Abstract
An efficient Economic Planning is needed for improving the macroeconomic performance, reducing poverty and unemployment, empowering the powerless. There are some problems concerning with economic planning, i.e; untransparancy in planning process, citizen participation in planning is limited, the planners capability and competency in analyzing the problems, policies, and plans decisions are very low, such problems causing development programs oftentimes disagree with society requirements. As for that needed reconstruct in planning process through integration of participatory, technocracy and politician planning approach, in the effort realizing the development programs which according to the people. Especially, the economic empowerment programs of enable society.
