Various efforts have been made by the local government bureaucracy through the Regional Device Work Unit as well as the Department of Population and Civil Registration Sumedang District to develop apparatus resources so that the preparedness of apparatus resources to carry out tasks and functions, especially in the process of organizing civil service is achieved according to the purpose organization, but in its implementation has not achieved optimal results. This research is intended to find and describe how preparedness of apparatus resources in implementing Permendagri No. 120 year 2017 in order to improve the quality of civil service organized by the Department of Population and Civil Registration Sumedang Regency. The method used in this study is descriptive qualitative, with data collection techniques done through observation, interviews, and documentation. This research is focused on how preparedness of apparatus resources in implementing Permendagri No. 120 year 2017 in civil service and registration of regency of Sumedang regency of west java province in order to improve the quality of civil service, and influencing factors, by using Koswara opinion that is education level aspect , experience, knowledge, and skills. While the strategies used in the development of apparatus resources to improve the quality of civil service, using SWOT and Litmus Test analysis. The results showed that the readiness of apparatus resources in implementing Permendagri No. 120 year 2017 in the Office of Population and Civil Registration Sumedang Regency has not achieved optimal results. Various obstacles encountered due to lack of ability possessed by the apparatus in carrying out civil service. Besides, there is still uneven distribution of work to every apparatus which has an impact on the lack of discipline, which is seen from apparatus entering the office not on time, thus impacting on civil service which is held which has not been reached optimally.
