COLLABORATIVE GOVERNANCE IN VILLAGE-BASED POPULATION ADMINISTRATION SERVICE INNOVATION: A STUDY OF THE KAMINDUK PROGRAM IN CENTRAL ACEH REGENCY

Digitalization is one of the solutions to address challenges in public services, which is expected to make it easier for people. The lack of public awareness, especially in rural areas, about the importance of managing population administration documents is caused by several factors, one of which is limited time and cost due to long distances to service centers. Central Aceh Regency has around 50% of its population living in village areas, so many people still face difficulties in managing their population administration documents. The Population and Civil Registration Office of Central Aceh Regency addreses this problem by creating an innovative program called the Population Administration Aware Village, known as Kaminduk. The purpose of this study is to conduct an in-depth analysis of the implementation of the Population Administration Aware Village (Kaminduk) strategy in the villages of Central Aceh Regency. The main objective of this study is to identify the strengths of the program and highlight the challenges that need to be addressed to optimize public population administration services. The method used in this study is data analysis with qualitative descriptive analysis. The results of this study will consist of identifying the successes and obstacles in the implementation of the Village Aware of Population Administration Program (Kaminduk) Strategy, as well as providing conclusions and recommendations for further program development.
