BANYUWANGI’S TRANSFORMATION DRIVEN BY ADAPTIVE, RESPONSIVE, AND INNOVATIVE LEADERSHIP WITHIN A COLLABORATIVE ECOSYSTEM

Abstract

The transformation of Banyuwangi under the leadership of Regent Abdullah Azwar Anas (2010–2020) presents a compelling case in public leadership studies. Amid the stagnation of hierarchical, top-down governance models in Indonesia’s local governments, Anas introduced a collaborative ecosystem leadership approach that is adaptive, innovative, and responsive. However, systematic academic investigations into the characteristics, strategies, and impacts of this leadership model remain limited. This study aims to identify the key features of collaborative ecosystem leadership, analyze cross-sectoral collaboration strategies, and evaluate its impact on bureaucratic reform, community empowerment, and sustainable development in Banyuwangi. This research uses a qualitative approach with a single-case study design, supported by document analysis, semi-structured interviews with 18 key informants, and indirect observations. The findings reveal that Anas’ leadership successfully built strong cross-sectoral networks, empowered local communities, and embedded Triple Bottom Line principles into regional policymaking. The study recommends replicating this leadership model in other regions with contextual adaptations, along with greater regulatory and fiscal support from the central government to promote local innovation and participation. This research contributes both theoretically to the discourse on sustainable management and practically to the advancement of transformative public leadership in the digital disruption era.
