DESCRIPTIVE-ANALYTICAL STUDY OF THE DETERMINANTS OF WASTE MANAGEMENT POLICY IMPLEMENTATION IN KENDARI CITY

Abstract

Waste has always been a big challenge in public services in urban areas, and hence it has always been a priority for the city government. In Kendari, this handling begins with the formation of policies, but its implementation cannot realize its goals. The discovery of the variables that affect unattainability is the first goal of this study, followed by the formulation of solution options as the second goal. In so doing, this study adopts a qualitative approach, using interviews and documentation as data collection techniques. The findings reveal that only 50.59% of municipal waste was properly managed in 2025, indicating a substantial implementation gap. The main supporting factors include policy design clarity, supervisory mechanisms, institutional arrangements, and public acceptance. Meanwhile, inappropriate policy instruments, limited administrative capacity, and low community participation remain significant barriers. Having such kinds of support and obstacles, solutions to ensure the success of implementation, dealing with improving education, socializing activities related to waste management, and increasing the budget of waste management, along with the fulfillment of public facilities and utilities.
