Analisis Penerimaan Aplikasi Salaman, Pelayanan Administrasi Kependudukan Digital Kota Bandung

Abstrak

Aplikasi Salaman adalah pelayanan administrasi kependudukan online di Kota Bandung yang telah diluncurkan di ahir tahun 2018, aplikasi ini berkembang pesat ketika masa Covid-19 dan tetap dipertahankan sebagai inovasi pelayanan publik sampai saat ini. Aplikasi Salaman ditenggarai sebagai aplikasi yang bagus, memiliki fitur yang lengkap, bahasa yang mudah serta keamanan yang baik, namun mengapa aplikasi ini belum digunakan secara penuh oleh penduduk Kota Bandung? Penelitian bertujuan untuk menganalisis penerimaan Aplikasi Salaman oleh penduduk Kota Bandung. Inilah masalah inti yang ingin diungkap oleh penelitian ini. Penelitian menggunakan dasar teori TAM-Technology Acceptance model dari Davis (1989). Metode penelitian menggunakan mix-methods secara sekuensial, quantitatif dan dilanjutkan dengan kualitatif. Uji statistik SEM untuk kuantitatif  dan program Nvivo untuk  kualitatif digunakan sebagai instrumen analisis Data. Sumber data berupa data primer dari angket, wawancara, observasi, dan data sekunder dari berbagai dokumen resmi serta penelitian yang sesuai dengan fokus penelitian. Hasil analisis kuantitatif  menunjukan bahwa Aplikasi Salaman diterima dengan baik oleh user, karena memiliki 1)manfaat, 2)memudahkan, 3)menarik untuk dijadikan sebagai pelayanan kependudukan. Semua variabel memiliki arah pengaruh positif dan signifikan terhadap penerimaan-penggunaan aplikasi Salaman. Namun Aplikasi Salaman juga belum mampu menarik mayoritas kepala keluarga sebagai Digital immigrant karena dianggap 1) Rumit, 2) Eksklusif, 3) Layanan terbatas, 4) Sosialisasi  5) Kendala teknis, 6) Kepercayaan, 7) Responsif,  8) Kapabilitas pengelola. Apabila Pemerintah Kota Bandung-Disdukcapil Kota Bandung ingin menjadikan Kota Bandung sebagai kota digital atau pelayanan kependudukan yang serba digitised maka, perlu berbagai upaya, yaitu: 1) Pelatihan, pendampingan, Insentif bagi penduduk Kota Bandung untuk siap menggunakan Aplikasi Salaman, sekaligus siap menjadi penduduk smart city. 2) Mengurangi inovasi berbasis konvensional untuk memperbesar pasar pelayanan digital di kalangan penduduk Kota Bandung. 3) Perlu dukungan kebijakan yang komprehensif dan pendekatan holistik dari Pemerintah Kota Bandung untuk mempersiapkan transformasi pelayanan administrasi kependudukan konvensional-digital.
