Tata Kelola Kebijakan Sampah Plastik di Pemerintah Daerah Indonesia: Scoping Review

Permasalahan sampah plastik di Indonesia semakin meningkat seiring dengan urbanisasi, pola konsumsi, dan lemahnya tata kelola pengelolaan limbah pada tingkat pemerintah daerah. Meskipun berbagai kebijakan nasional telah diterbitkan, implementasinya di tingkat lokal masih belum optimal. Penelitian ini bertujuan untuk menganalisis bagaimana pemerintah daerah merumuskan dan mengimplementasikan kebijakan pengelolaan sampah plastik, mengidentifikasi faktor kelembagaan, sosial, ekonomi, dan politik yang memengaruhi efektivitas implementasinya, serta menelaah peran kolaborasi multipihak. Scoping review dilakukan degan mengikuti protokal PRISMA-Scr terhadap 35 artikel terpilih yang diterbitkan periode 2015-2025 dan diperoleh melalui Scopus, dan Google Scholar. Analisis dilakukan menggunakan thematic coding berdasarkan tiga pertanyaan penelitian. Hasil review menunjukkan bahwa implementasi kebijakan pengelolaan sampah plastik di tingkat lokal masih terkendala koordinasi antarlembaga, keterbatasan pendanaan, lemahnya penegakan hukum dan rendahnya partisipasi masyarakat. Namun, praktik efektif ditemukan di daerah yang menerapkan tata kelola kolaboratif, mengintegrasikan sektor informal, dan mengadopsi model ekonomi sirkular. Penelitian ini menyimpulkan bahwa efektivitas kebijakan dapat ditingkatkan melalui harmonisasi kebijakan nasional-daerah, penguatan kapasitas institusi, serta pelembagaan kolaborasi multipihak yang didukung insentif dan mekanisme monitoring. Hasil ini memberikan dasar empiris dan konseptual untuk perumusan strategi kebijakan pengelolaan sampah plastik yang lebih adaptif dan berkelanjutan di Indonesia.
