The study is qualitative descriptive research, with data collection carried out through observation. The data analysis technique involves data reduction, data presentation, and drawing conclusions. The findings show that the implementation of landslide disaster mitigation policies in Rejang Lebong Regency has been carried out according to the targets set by the Head of the Agency in the performance agreement, which each relevant sector must implement. However, these targets have not been fully achieved. Despite coordination among agencies to meet the policy goals and evaluation through the Government Agency Performance Report, implementing the landslide mitigation policy has not yet reached optimal results. The increase and decrease in the number of fire disasters require fast and precise handling by the Fire and Rescue Department. This study analyzes various strategies and efforts that have been made by the Fire and Rescue Department of Bantul Regency in dealing with fire disasters in Bantul Regency. In this research, a qualitative approach was used. The data collection techniques were interviews, observations, and documentation. The results showed the Fire and Rescue Department have integrated three main aspects in their strategies, namely objectives, policies, and programs. The formulated objectives formulated have met the criteria that are clear, measurable, have a time limit, and are relevant to the formulation of the strategy. In addition, existing policies have supported the strategies while providing limitations on operational actions. The designed programs have also been aligned with the established strategies. This quasi-qualitative research aims to obtain a general description and analyze the performance of village officials in providing public services in Mangkuhung Village. The research results showed that some officials have understood their duties and functions, but the village government had not disseminated the standard operating procedure for public services to the people, and there had been no routine training conducted by village officials. In the innovation aspect, public services were still carried out conventionally. As for the speed and accuracy of work, it was quite well, although there were some employees were not quick enough in responding to public complaints. In the aspect of cooperation, there were obstacles related to the lack of routine coordination both internally and externally. In conclusion, the performance of Mangkuhung Village officials in giving public services was in fairly good category. This research recommends strengthening budget priorities for training/technical guidance activities to increase the capacity of village officials, and to strengthen telecommunications networks in Mangkuhung Village.</p> <p><strong>Keywords: Officials’ Performance, Public Service, Service Innovation.</strong></p> Andreas Andreas, Annisa Rahmadanita ##submission.copyrightStatement## https://ejournal.ipdn.ac.id/JPKP/article/view/4518 Tue, 31 Dec 2024 19:02:38 +0000 COMMUNITY RESILIENCE IN HANDLING FLOOD DISASTER IN BOGOR CITY, WEST JAVA PROVINCE https://ejournal.ipdn.ac.id/JPKP/article/view/4528 <p>Bogor City often faces the risk of natural disasters, such as floods, landslides, and strong winds. Community resilience in disaster management is a crucial factor in facing these challenges. This research aims to determine, describe, and analyze the Bogor City Regional Government in building community resilience in flood disaster management, specifically the steps taken by the local government in building community resilience in flood disaster management, and the challenges in building community resilience in disaster management in Bogor City. The research method used is the qualitative design with a descriptive method with data collected using interviews, observations, and taking sample criteria based on risk levels, geographic location, and participation in mitigation. The data were examined using Fuller’s resilience theory, namely anticipation, preparation, response, and adaptation. The research results showed that in the anticipation dimension through an early warning system (EWS) installed at various points, the community was able receive early warnings and take preventive actions. In addition, training programs such as SPAB and Disaster Resilient Villages. While in the preparation dimension, the community identified potential disasters in the residential environment by mapping local risks such as geographic conditions and infrastructure. The use of EWS and utilizing disaster history were also important to measure risk. After that, the preparation of a family evacuation plan must include identifying safe routes, gathering points, and routine evacuation simulations, so that each family member was ready to face an emergency situation and prepare communication using alternative communication tools such as radio or applications that do not depend on the telephone network. Furthermore, from the response dimension, the Bogor City community responded to the disaster with concrete actions such as independent evacuation and reporting to authorities via social media or emergency telephone numbers. Handling disaster emergencies through the LAKA SI LASER program refers to the concept of collaborative governance put forward by Emerson. The three dimensions measured are collaboration dynamics, collaborative actions, impact and adaptation of the LAKA SI LASER program. Qualitative research method with a case research approach that explores information on handling disaster emergencies within the Pinrang Regency BPBD and agencies involved in handling disaster emergencies. Strengthening case studies using data triangulation. Collaboration through the LAKA SI LASER program shows the fact that in dealing with disaster emergencies, not involving all agencies in the LAKA SI LASER program to handle disaster emergencies and also minimal facilities for handling disaster emergencies.
