The research objectives are (1) Discussing the effect of Institutional Capacity on the Performance of Districts in Bekasi Regency; (2) Discussing the influence of Government Management on District Performance in Bekasi Regency; (3) Discuss the influence of Institutional Capacity and Government Management together on the Performance of Districts in Bekasi Regency; (4) Obtain a new concept from the discussion of the influence of Institutional Capacity and Government Management on District Performance. The conclusions obtained from the discussion of the research results are 1) The magnitude of the influence of Institutional Capacity on the Performance of Districts in Bekasi Regency reaches 0.63, which is fairly strong, positive and significant. The magnitude of the influence of Institutional Capacity on the Performance of Districts in Bekasi Regency is determined by aspirations, strategies, organizational skills, systems and infrastructure, human resources, organizational structure, culture; 2) The magnitude of the influence of Government Management on the Performance of Districts in Bekasi Regency reaches 0.57, which is fairly strong, positive and significant. The magnitude of the influence of Government Management at the Camat Office on District Performance is determined by the division of labor, authority and responsibility, work mechanism, appreciation, work ethic, adjustment, culture of struggle, and anticipation; 3) There is an influence of Institutional Capacity and Government Management together on the Performance of Districts in Bekasi Regency. This selection system is considered better and can overcome several problems that occur when the selection is carried out conventionally using a Computer Answer Sheet (LJK) in the form of paper. This research uses content analysis method with a qualitative approach. This reasearch intends to formulate a strategy of flood control in the city of Samarinda using the theory of the strategy proposed by Bryson, with a qualitative descriptive approach. Data collection through interviews and documentation. One cultural start eroded by time progress namely Dayak Simpakng (Simpang) Culture at Simpang Dua District Ketapang Regency. So it needs the role of Department of Tourism and Culture Ketapang District to preserve and building it. Research methods that were used is the method with the approach inductive qualitative descriptive. Data collection techniques through interviews, observation and documentation. Informants is determined by the sampling method of snowball technique. Data analysis using data reduction technique, data displai, and conclusing drawing. The research results show that the role of Department of Tourism and Culture in preserve and develope of Dayak Simpakng (Simpang) Culture at Simpang Dua District not yet optimal. It is influenced by factors barrier that is in and the expansion of the outer culture, the low level of the level of interest young against local culture, reduced teaching in local culture as well as very limited human resources &amp; budget of Department of Tourism and Culture Ketapang District. Therefore, this study aims to determine and analyze how the performance of Social Service officials in providing guidance to street children and what are the obstacles and also efforts to overcome them. The research method used is qualitative research method with descriptive approach. Informants that exist in this research is the employees of social services samarinda city obtained with purposive sampling technique and street children who follow the guidance by accidental sampling technique. Data collection techniques are done by direct interview with structured techniques, observation and document review. Then the data analysis technique used in this research is done by data reduction, data presentation and conclusion. Based on the result of the research analysis, it can be concluded that the employees performance in the construction of street children in Social Service of Samarinda City is still not optimally seen from the dimensions of quality, quantity, timeliness and effectiveness. Meanwhile, when viewed from the dimension of independence and commitment can already be categorized well. The obstacles that occur can be overcome by the efforts undertaken.
