Abstract

This research includes action research, namely research for practical purposes to obtain
material for government policy making. Research objectives: (1) Knowing the potential
of Featured Product Centers in the City of Tasikmalaya (2) Formulate strategies to utilize
the potential of a Leading Product Center to overcome poverty and unemployment
Research Methods: The research method used is a mixture of descriptive-qualitative and
quantitative (simple time series analysis).
Research Results (1): (a) Very Potential Categories are: Sentra Bordir (Center of Embroidery)
and Sentra Makanan Olahan (Processed Food Centers), (b) Categories of
Medium Potential are: Sentra Kelom Geulis (Center of beautiful footwear), and Sentra
Olahan Kayu (Center for Processed Wood), (c) Categories of Potential Sufficient are:
Sentra Batik (Center of Batik), Sentra Mendong (Center of Mendong), Sentra Kerajinan
Bambu (Center Bamboo Weaving) and Sentra Payung Geulis ( Center of Beautiful Umbrella).
Each of the Excellent Product Centers all need further encouragement to develop, especially
in (a) strengthening domestic and foreign marketing (export) marketing factors
and (b) product diversification and product attractiveness innovation.
Research Results (2): Formulation of a Leading Product Center Development Strategy:
(a) Prioritize Marketing factors in the scope of marketing out of the region and the scope
of international marketing in all Featured Product Centers; (b) Product diversification
innovations and innovation in enhancing product attractiveness in all Featured Product
Centers; (c) Developing the potential of Embroidery Craft Centers, Craft Centers
of Kelom Geulis, and Processed Wood Centers to reduce the Unemployment Rate; (d)
Overcoming Poverty Rate by utilizing the potential of Processed Food Industry Centers,
because the Processed Food Industry only requires low capital and simple skills.
Authors’ suggestions: (1) Unemployment Rate (5.38%) and high Poverty Rate (16.28%)
is a homework priority of Tasikmalaya City Government which is very urgent to be overcome
immediately by utilizing the Potential Product Centers so that the Gini Ratio high
(0.49) can be lowered immediately. (2) the Tasikmalaya Government can annually carry
out a Product Diversification Innovation Competition and Attractive Product Innovation
which will also be an attractive Tourism event.

IDENTIFIKASI STRATEGI PENINGKATAN KESEJAHTERAAN MASYARAKAT DI KECAMATAN SUNGAIAMBAWANG KABUPATEN Kuburaya PROVINSI KALIMANTAN BARAT

Abstract

This study aims to explain how the identification of strategies for improving people’s
welfare in Kecamatan Sungaiambawang Kabupaten Kuburaya. The research method
used descriptive method with qualitative approach. The method of collecting data from
this research is interview, observation, and documentation study. Data analysis technique
used in this research is data analysis technique model of Miles and Hubberman
that is data reduction, display data and withdrawal of conclusion. The results are: First,
the identification of physical infrastructure development strategy in order to improve the
welfare of the people of Sungaiambawang sub-district is done through several things including:
(1) strategy to improve the quality of planning, implementation and supervision
of development in the regions and villages; (2) development strategy and development of
fast growing area, that is program of development of industrial estate and public housing
development; and (3) procurement strategy for trans trans shipment of Kalimantan
and Kuburaya-Singkawang-Sambas silk road. Second, the identification of education
development strategy in order to improve the welfare of the people of Sungaiambawang
sub-district are: (1) providing 0 km basic education facilities and putting education personnel
in remote areas; (2) adding vocational schools (3) ) held a package program A
and B to address the illiterate community. Third, the identification of health development
strategy in order to improve the welfare of the people of Sungaiambawang sub-district
are: to socialize and empower the community with participative approach.

ANALISIS PERENCANAAN PEMBANGUNAN URUSAN PEMERINTAHAN UMUM

Abstract
The issue of journal issues is with regard to development issues in the field of general
government affairs, it needs to be understood that actually is a “gap expectation”
or expectation gap between the development performance achieved at present and the
planned one and between what is to be achieved in the future with real conditions when
planning is made. For this reason, the author analyzes the development planning of
general government affairs in the Province. The research was conducted using a method
of policy analysis (policy analysis method) which directs the results of comprehensive
studies to be the main consideration in policy formulation. Data analysis was carried
out using SWOT analysis. The conclusions in this study are General government affairs
development planning analysis in the province carried out using SWOT analysis, has
identified the analysis of internal and external environment, which then concluded that
some development planning rationalized on the chosen strategy, namely as follows: 1)
Development of national insight and four basic consensus on life nation and state; 2)
Development of national unity; 3) Fostering inter-tribal and intra-tribal harmony, religious,
racial and other groups; 4) Handling social conflicts in accordance with the provisions
of the legislation; 5) Facilitation and coordination of the implementation of tasks
among government agencies in the provincial and district/ city regions. 6) Development
of democratic life based on Pancasila.

STRATEGI PRIORITAS UNTUK MEWUJUDKAN PEMBANGUNAN BERKELANJUTAN DI SEKITAR KAWASAN INDUSTRI PULO GADUNG PROVINSI DKI JAKARTA DENGAN METODE ANALYTICAL HIERARCHY PROCESS (AHP)

Abstract

Development is an important factor in the administration of government, especially in
the regions. Good development must consider the balance between economic, social
and environmental, which is referred to as sustainable development. Development in
the Pulogadung Industrial Area has not fulfilled the element of sustainable development.
There are strategies by SWOT analysis to realize sustainable development in the
pulogadung industrial area are Intensifying supervision of industrial activities; Encourage
and facilitate community-based environmental education; Providing training to employees;
Socializing environmentally friendly waste management to the public; Holding
regular coordination with other areas to minimize urbanization; Tightening enforcement
against companies that violate the rules; Encourage stakeholders to care for the environment;
and Doing the physical and inner guidance to the public.
The method used in this research is qualitative descriptive with quantitative data usage.
The data used are primary data and secondary data. Informants and respondents
involved in this study amounted to 81 people who are environmental experts, environmental
law enforcement officers, Pulogadung Industrial Zone and society. The technique
of collecting data through interviews, observation, documentation and questionnaires
were analyzed using triangulation techniques and Analytical Hierarchy Process
(AHP). The research instrument is the researcher himself.
The conclusion of this research are: The Priority Strategy of the Local Government of
DKI Jakarta To Realize Sustainable Development Around the Pulogadung Industrial
Area which was analyzed using Expert Choice 11 is Tightening law enforcement against
companies that violate the rules with a weight of 0.226 and a consistency index value of
0.03 which means that the assessment of the experts is consistent. Recommendations for
this research are: Law enforcement needs to be tightened again by adding law enforcement
personnel/ staff and adding environmental complaints posts.

PENGEMBANGAN EKONOMI LO KAL BERBASIS KEANEKARAGAMAN HAYATI (Studi Pertanian Kuansu Melalui Inkubator Agribisnis di Distrik Jila Kabupaten Mimika Provinsi Papua)

Abstract

Indonesia is an agricultural country thas has abundant natural resource wealth. The
government is at the center of various policies to manage natural resource wealth, one
of the biodiversity posessed is kuansu. Act 23 of 2014 on Local Government concerning
aims to accelerate the improvement of community welfare, improve national competititveness
and regional competitiveness, and actualize good governance. This is carried
out not only by the government that has the ability to recognize and develop regional
potential but together with the community as implementers in the field. The Regent of
Mimika (2013-2018) in his mainly program said that regions must properly organize
and manage natural resources ang prepare all aspects of the development in Mimika Regency
to become a national and internasional future. Kuansu or red fruit is an endemic
plant that grows on the island of Papua which is useful as a degenerative and traditional
medice. However, cultivation and processing in the community are still carried out
simply so the outcome of Kuansu isn’t maximal and has an effect on farmers’ income.
This paper intends to describe the incubation process in the Kansuu agribusiness that
can be implemented by local governments to increase the productivity of small and medium
enterprises. Based on the results of the study it was found that small and medium
enterprises in JILA District needed appropriate programs such as agribusiness incubators.
Therefore, it is suggested to the regional government to implement an agribusiness
incubator and exploit the potential of the kuansu through the collaboration of local
governments, academics, and farmers to improve regional competitiveness and realize
community welfare.
