Research objectives: (1) Knowing the potential<br>of Featured Product Centers in the City of Tasikmalaya (2) Formulate strategies to utilize<br>the potential of a Leading Product Center to overcome poverty and unemployment<br>Research Methods: The research method used is a mixture of descriptive-qualitative and<br>quantitative (simple time series analysis).<br>Research Results (1): (a) Very Potential Categories are: Sentra Bordir (Center of Embroidery)<br>and Sentra Makanan Olahan (Processed Food Centers), (b) Categories of<br>Medium Potential are: Sentra Kelom Geulis (Center of beautiful footwear), and Sentra<br>Olahan Kayu (Center for Processed Wood), (c) Categories of Potential Sufficient are:<br>Sentra Batik (Center of Batik), Sentra Mendong (Center of Mendong), Sentra Kerajinan<br>Bambu (Center Bamboo Weaving) and Sentra Payung Geulis ( Center of Beautiful Umbrella).<br>Each of the Excellent Product Centers all need further encouragement to develop, especially<br>in (a) strengthening domestic and foreign marketing (export) marketing factors<br>and (b) product diversification and product attractiveness innovation.<br>Research Results (2): Formulation of a Leading Product Center Development Strategy:<br>(a) Prioritize Marketing factors in the scope of marketing out of the region and the scope<br>of international marketing in all Featured Product Centers; (b) Product diversification<br>innovations and innovation in enhancing product attractiveness in all Featured Product<br>Centers; (c) Developing the potential of Embroidery Craft Centers, Craft Centers<br>of Kelom Geulis, and Processed Wood Centers to reduce the Unemployment Rate; (d)<br>Overcoming Poverty Rate by utilizing the potential of Processed Food Industry Centers,<br>because the Processed Food Industry only requires low capital and simple skills.<br>Authors’ suggestions: (1) Unemployment Rate (5.38%) and high Poverty Rate (16.28%)<br>is a homework priority of Tasikmalaya City Government which is very urgent to be overcome<br>immediately by utilizing the Potential Product Centers so that the Gini Ratio high<br>(0.49) can be lowered immediately. The research method<br>used descriptive method with qualitative approach. The method of collecting data from<br>this research is interview, observation, and documentation study. Data analysis technique<br>used in this research is data analysis technique model of Miles and Hubberman<br>that is data reduction, display data and withdrawal of conclusion. The results are: First,<br>the identification of physical infrastructure development strategy in order to improve the<br>welfare of the people of Sungaiambawang sub-district is done through several things including:<br>(1) strategy to improve the quality of planning, implementation and supervision<br>of development in the regions and villages; (2) development strategy and development of<br>fast growing area, that is program of development of industrial estate and public housing<br>development; and (3) procurement strategy for trans trans shipment of Kalimantan<br>and Kuburaya-Singkawang-Sambas silk road. Second, the identification of education<br>development strategy in order to improve the welfare of the people of Sungaiambawang<br>sub-district are: (1) providing 0 km basic education facilities and putting education personnel<br>in remote areas; (2) adding vocational schools (3) ) held a package program A<br>and B to address the illiterate community. For this reason, the author analyzes the development planning of<br>general government affairs in the Province. The research was conducted using a method<br>of policy analysis (policy analysis method) which directs the results of comprehensive<br>studies to be the main consideration in policy formulation. Data analysis was carried<br>out using SWOT analysis. Good development must consider the balance between economic, social<br>and environmental, which is referred to as sustainable development. Development in<br>the Pulogadung Industrial Area has not fulfilled the element of sustainable development.<br>There are strategies by SWOT analysis to realize sustainable development in the<br>pulogadung industrial area are Intensifying supervision of industrial activities; Encourage<br>and facilitate community-based environmental education; Providing training to employees;<br>Socializing environmentally friendly waste management to the public; Holding<br>regular coordination with other areas to minimize urbanization; Tightening enforcement<br>against companies that violate the rules; Encourage stakeholders to care for the environment;<br>and Doing the physical and inner guidance to the public.<br>The method used in this research is qualitative descriptive with quantitative data usage.<br>The data used are primary data and secondary data. Informants and respondents<br>involved in this study amounted to 81 people who are environmental experts, environmental<br>law enforcement officers, Pulogadung Industrial Zone and society. The technique<br>of collecting data through interviews, observation, documentation and questionnaires<br>were analyzed using triangulation techniques and Analytical Hierarchy Process<br>(AHP). The research instrument is the researcher himself.<br>The conclusion of this research are: The Priority Strategy of the Local Government of<br>DKI Jakarta To Realize Sustainable Development Around the Pulogadung Industrial<br>Area which was analyzed using Expert Choice 11 is Tightening law enforcement against<br>companies that violate the rules with a weight of 0.226 and a consistency index value of<br>0.03 which means that the assessment of the experts is consistent. The<br>government is at the center of various policies to manage natural resource wealth, one<br>of the biodiversity posessed is kuansu. Act 23 of 2014 on Local Government concerning<br>aims to accelerate the improvement of community welfare, improve national competititveness<br>and regional competitiveness, and actualize good governance. This is carried<br>out not only by the government that has the ability to recognize and develop regional<br>potential but together with the community as implementers in the field. The Regent of<br>Mimika (2013-2018) in his mainly program said that regions must properly organize<br>and manage natural resources ang prepare all aspects of the development in Mimika Regency<br>to become a national and internasional future. Kuansu or red fruit is an endemic<br>plant that grows on the island of Papua which is useful as a degenerative and traditional<br>medice. However, cultivation and processing in the community are still carried out<br>simply so the outcome of Kuansu isn’t maximal and has an effect on farmers’ income.<br>This paper intends to describe the incubation process in the Kansuu agribusiness that<br>can be implemented by local governments to increase the productivity of small and medium<br>enterprises.
