This is in line with the general advocacy to reform the public sector to serve the citizens better and to enhance public sector productivity. Thus, a combination of E government factors with democratic ideas will make governments more effective. In addition, it can promote cordial relationship with the citizens in order to achieve national development. This paper explores the emerging role of E government in promoting service delivery in the Indonesian public sector. The method used is literature study with secondary data based on the results of research and opinions of experts related to the problem. The paper concludes that to achieve success in service delivery, certain measure must be taken to ensure proper implementation of ICT policies in order to achieve the desired goals and to serve the citizens better. The background of the problem focused in improving the operation of tourism where the government needs to make strategic coordination across sectors at the level of policies, programs, and activities of tourism. In the implementation of the DMO in Pangandaran there some problems caused by the weakness of tourism has been managed partially.. Stakeholders involved in the management of Pangandaran are not coordinated and less integrated with each other. In this study, researchers used qualitative research methods. Data were collected through observation, documentation, and interviews. The theory used in the opinion E.F.L. Brech in Hasibuan (2007: 85) that coordination is “offset and moving the team to provide a suitable location with the work activities of each and keep the activities carried out with proper alignment between the members themselves”. Based on the analysis of authors, suggest that the mechanism of coordination of stakeholders in enhancing the development strategy of the DMO is done with two (2) phases where phase 1 focused on the theme of Tourism Development Sustainable Supporting Biodiversity where planning masterplans tourism Disparperindagkop SMEs bottom-up, involving the combination and coordination from government, stakeholders and the local community as witnesses of tourism as well as their adaptation concept that refers to the concept of mangrove forest recovery. Phase 2 refers to sustainable tourism to energy efficiency through adaptation and mitigation activities with programs STREAM (Sustainable Tourism through Energy Efficiency with Adaptation and Mitigation Measures), where mitigation through detection disaster early detection of tourism refers to how the efficiency of the canopy energy in the destination tourism. Barriers that occur are: 1). the problem of waste in coastal areas, 2). Communication is built not optimal, 3). FGD have not shown optimal results because only representatives were present and their dissemination to the lower ranks, 4). Not all stakeholders are committed to realizing the success of the implementation of the DMO program. Efforts are being made, 1). Coordination of all relevant stakeholders. 2). Introduction of destinations and products, 3). Training of tourism businesses. 4). Make Pangandaran tourism profile. 5) Planning beach tourist facilities, 5). Changes that occur make the restructuring of government administration including the administration of regional government (the format of regional autonomy). The meaning of this change provides a new awareness to strengthen people’s participation and power and empower regional communities through the democratization of government and the empowerment of people’s economy. The implementation of regional autonomy is an important focal point in order to improve people’s welfare. The development of an area can be adjusted by the local government with the potential and distinctiveness of each region. So that in the implementation of local government, it is necessary to empower local communities that demand allocation and distribution of power (authority of power) and authority (authority) and discretion in the determination of public policies and the allocation of funding sources fairly between the central and regional. Therefore, the wide-ranging issue of regional autonomy has become a public debate that has pushed the change in the new format of local government into an unavoidable. Efforts to respond to these various demands by stipulating Law Number 22 of 1999 concerning Regional Government and followed by Law Number 25 of 1999 concerning Central and Regional Financial Balance. A new era of regional governance in the reform era has begun by ending a centralized era of regional government under Law Number 5 of 1974. The various principles and models adopted have given greater authority and flexibility to local governments. Of function the government presence in providing services to the community is very important included in the education services. In progress age also advanced will communication and information technology and communities more critical, education services felt by those Akademika to the institutions IPDN stillare convoluted and less effective, so we needed breakthrough so as to produce an easy service, quickly and correctly. These services occurred in combine education services into information technology and communication that in IPDN is referred to a System Information Academic (SIAKAD). This research using methods descriptive with a qualitative approach. The operationalization of the concept of this research using the theory of the Implementation Of Policy Edwards III as to dimensions among other: communication, resources, disposition, as well as the structure of bureaucracy. Data sources in the form of person, place and paper. Data collection techniques through interviews, observation and review of documentation. Informants this research is by those Akademika and Praja IPDN. Covers data relating to analysis techniques strategy using analysis SWOT. The research results show that of Policy SIAKAD in increase education service in academic bureau Campus IPDN Jatinangor not yet optimal. Factors barrier in terms of 4 dimensions, namely communication, resources, disposition and bureaucratic structure which are affected by a number of factors, namely the application of SIAKAD have not user friendly, have not up to-date and integrated data, the socialization is not give to all those akademika, has not done enough resources and the lack of coordination and cooperation between different branches of the related SIAKAD. Therefore in this paper discuss the issues of how the relationship between the Regional Government and human rights itself and what the legal consequences of a local regulation which is not in accordance with the principles of human rights. The formulation of the aforementioned problem is also based on the notion that any development that is designed will not be separated from the legal awareness of the community, a sense of justice, benefits and legal certainty, which may have a violation effect if it ignores the applicable human rights instruments. The legal research method used is the normative juridical legal research method.
