According to the World Bank’s performance level of ease of doing business in 2018, Indonesia still ranked 144 on the Starting Business indicator where SIUP and TDP processed in seven working days, which should be only six hours according to the Instruction of Governor of DKI Jakarta Province Number 42 Year 2016. The research aimed to find the implementation of SIUP and TDP services in the achievement of ease of doing business at the Sub District level of PTSP Service Unit in South Jakarta City Administration Area, obstacles to the implementation of SIUP and TDP services in the achievement of ease of doing business, and the efforts undertaken to overcome these obstacles. The research uses qualitative method with descriptive approach and was conducted on 29 PTSP apparatus and 40 communities/business actors. Data analysis uses ASOCA as well as the Litmus Test. The result of the research shows that there are obstacles to the implementation of SIUP and TDP services and several strategic issues to overcome the obstacles, that is placing human resources according to workload and competence in each of PTSP Service Unit, building online licensing system which is integrated between central and local agencies and between SKPD in DKI Jakarta Provincial Government, the policy of budget allocation for procurement of service support facilities and improvement of the quality of online licensing system through the website, and applying online queue system with queue line separation for submission of application file, permit retrieval and consultation.
