In recent years, Indonesia has faced a wide range of threats, both traditional and non-traditional, including territorial disputes, terrorism, and cyber threats. These challenges require the Indonesian National Armed Forces (TNI) to maintain a high level of readiness and flexibility in their defense operations. The result revealed the strategic role of <em>Komcad</em> in enhancing the capacity of the Indonesian National Armed Forces (TNI) to safeguard national sovereignty and respond to emerging threats. The formation, recruitment, selection, and training processes for <em>Komcad</em> are explored in the context of Indonesia’s comprehensive defense system, which integrates all national resources to maintain security. Additionally, the study evaluated the legal framework governing the Reserve Components, the challenges in their implementation, and the strategic importance of <em>Komcad</em> in supporting national defense. (A SYSTEMATIC LITERATURE STUDY) https://ejournal.ipdn.ac.id/JKP/article/view/4455 <table> <tbody> <tr> <td width="601"> <p><em>Abstract </em></p> <p>This study aims to clarify the adverse effects stemming from the absence of Good Environmental Governance (GEG) practices. This investigation employed a methodical approach to review the literature, focusing on nine research articles selected using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework. GEG, as a transformative mechanism, holds significant potential for mitigating the effects of global warming. However, in various regions worldwide, numerous individuals continue to struggle with the effective implementation of GEG. Forests represent the areas most adversely affected by the absence of GEG implementation. Numerous environmental challenges persist, including issues related to air quality, water standards, urban waste management, transportation systems, land use, deforestation, and shifts in climate patterns. The absence of GEG implementation manifests in adverse trends such as diminished rule of law, weakened institutional capacity, insufficient community engagement, and a lack of transparency and accountability. However, IPDN’s curriculum is often criticized for being overly generic and insufficiently responsive to the diverse conditions encountered across various regions in Indonesia. As a result, IPDN graduates often struggle to deliver solutions that align with the specific needs of regions, resulting in suboptimal contributions to regional development. This policy paper aims to identify the underlying issues in the formulation of competency-based vocational education curriculum policies at IPDN. The research employed a descriptive, qualitative approach, with data collected through interviews, documentation, and literature studies. The findings indicate that the development of a competency-based vocational education curriculum at IPDN incorporates the integration of digital technology and e-government systems. Soft skills, along with problem-based learning and projects, will increasingly align with contemporary needs, resulting in graduates who possess not only technical competence but also digital skills, leadership abilities, and critical and innovative thinking for effective problem-solving. Rapid population growth significantly contributes to the increase in waste volume. The mismatch between waste production and management capacity, along with limited land availability, demands an effective management system to reduce the amount of waste generated. This study aims to identify the factors causing the suboptimal implementation of waste management policies in Semarang City and to formulate steps to enhance the success of their implementation. The approach used in this study is post-positivist, with data collection methods including interviews and documentation. The study results revealed that the factors causing the lack of successful implementation include the suitability of the instrument policy, clarity of the design policy related to procedures, time, and resources, and changes in management targets, as well as clarity of institutional structures and coordination between organizations. In addition, smooth supervision by related agencies and the high benefits felt by the community are also positive factors. On the other hand, the challenges faced include difficulties implementing policy instruments, lack of community supervision, limited resources, inability to implement standard operating procedures, and low community participation. This research paper examines corporate crime in the context of environmental law in Indonesia, providing a legal-philosophical analysis of the responsibilities of corporations and the implications for victims of environmental crimes. The study highlights the philosophical underpinnings of the rule of law in Indonesia, emphasizing the collective will of the people and the limitations of state power. It investigates the intersection of criminal law, corporate law, and environmental law, particularly focusing on the Lapindo Mud Case in Sidoarjo, East Java as a significant example of corporate environmental malpractice. The paper discusses the principles of legality in criminal law, the complexities of corporate criminal liability, and the evolving definitions of victims in environmental crimes. It argues that environmental crimes perpetrated by corporations not only harm individuals but also have broader impacts on communities, ecosystems, and the state. One social policy that seeks to increase poor families' access to basic services and encourage improved quality of life is the Family Hope Program (PKH). The irony is that there are still many people who are trapped in the trap of poverty, and this gives rise to new problems in the implementation of PKH. Using qualitative research methods located in Malang Regency, this article attempts to identify problems in the implementation of social policies, as well as their impact on poor communities. The research results show several paradoxical impacts, such as the dependence of the poor on government assistance and leading to repeated cycles of poverty, as well as an increase in PKH recipients every year. The author's analysis explains that this is due to the deviant behavior of actors who take advantage of the weaknesses of the PKH implementation system to gain personal benefits outside the program vision. The actors' orientation leads to destructive behavior such as corruption by PKH facilitators and misuse of social assistance by Beneficiary Families (KPM).
