<p>Abstract</p> <p>Population data is essential for development planning and policy formulation. This observation is focused on finding the data of the population affected by the construction of the Cisumdawu Toll Road, the factors affecting population data collection due to the construction of the Cisumdawu Toll Road, as well as efforts made in the implementation of population data collection due to the construction of the Cisumdawu Toll Road. Thus to know it, the authors filled into the title “IMPLEMENTATION OF POPULATION DESIGNS BECAUSETHE DEVELOPMENT OF Cisumdawu TOLL ROAD IN THE DEPARTMENT OF POPULATION AND LISTING CIVIL REGENCY OF WEST JAVA PROVINCE (Study of Population Movement in District Pamulihan). The method used in this study is a qualitative research method using an inductive descriptive approach that aims to create a description, description or painting systematically, factually and accurately about the facts, traits and the relationship between the phenomena being investigated. Further drawing conclusions, general problem solving by using primary and secondary data is through interviews, observation and documentation as an instrument of data collection. Based on research conducted by the authors, that the implementation of population data collection due to the construction of Cisumdawu toll road in the Department of Population and Civil Registration Sumedang, as a whole not optimal. However, the efforts made by the Department of Population and Civil Registration as the Implementing Agency of the Implementing of Population Administration, to the land acquisition area, especially the Pamulihan sub-district has been implemented well, in accordance with the laws and regulations. The implementation of population data collection due to Cisumdawu Toll road construction there are still obstacles, that is still the lack of public awareness of the administrative administration of population, from that the Department of Population and Civil Registration Sumedang District continues working to realize the orderly administration of population is by increasing socialization to the community.</p> <p>Keywords: population data collection, Implementation</p>Yana Sahyana

<p>Abstract</p> <p>Good Governance is known as an attractive paradigm, with the principle of emphasizing the involvement of all elements, both those within the bureaucracy and those outside the bureaucracy. In the paradigm, it can be seen that there is a shift from rule government to good government, namely the process of governance is no longer solely based on aspects of regulation and legislation, but rather emphasizes the participation of all elements of society. This concept has a very significant relationship with democratization, to realize a government that is closer to its people. Regional autonomy is also a logical consequence in a unitary country like Indonesia. The implementation of public services is one of the functions of the state in order to create the welfare of the people. One form of service provided by government officials to the community is service in the field of population. KTP is one document that must be owned by everyone. This study aims to find out and describe the quality of public services in the making of KTP in the Population and Civil Registration Service in the Bandung District Government. This study uses a qualitative method with Informan through the applicant making a Identity Card (KTP) at the Department of Population and Civil Registry in the Bandung District Government. The results showed that the service of the Population and Civil Registry Service in the Regional Government of Bandung Regency was categorized as carrying out poor public services, there were still many complaints from the people in the area about the public services provided. Demand for public services that are good, easy, timely and accurate has become a principle for local governments to carry out good public services and can fulfill the main objectivies of public services, namely community welfare.</p> <p>Keywords: good governance in bureaucratic reform, public services, identity cards (KTP)</p>Nunung Munawaroh

<p> Abstrak</p> <p>Tulisan ini bertujuan untuk mendeskripsikan pelayanan pembuatan KTP –El dalam rangka penertiban administrasi kependudukan. Tiga masalah besar yang selama ini menjadi kendala dalam pelayanan KTP-el adalah pengadaan blangko, pemeliharaan sistem penunggalan data (Annual Technical Support/ ATS), dan pengadaan lisensi. Saat ini, masalah tersebut telah teratasi dengan ditanda tanganinya kontrak ATS, pengadaan lisensi, dan kontrak pengadaan blangko KTP-el pada triwulan ke empat tahun 2017. Data ini dikumpulkan dari hasil wawancara dan observasi. Permasalahan teratasi dengan ditanda tanganinya kontrak ATS, pengadaan lisensi, dan kontrak pengadaan blangko KTP-El pada triwulan ke empat tahun 2017. Ada dua solusi untuk mengatasi masalah tersebut yaitu: 1) Kesiapan petugas pelayanan bila terjadi ledakan masyarakat pembuat KTP – El; 2) Pendaftaran secara oneline dengan Aplikasi Qiwii secara lengkap pada prosedur dan waktu pelayanan. Pelimpahan kewenangan secara menyeluruh dari pemerintah pusat kepada pemerintahan daerah tentang pembuatan dan perekaman KTP –El dengan harapan pelayanan prima tentang KTP –El dapat terwujud.</p> <p>Kata kunci: kebijakan, keterampilan petugas pelayanan, dan sistem pendaftaran</p>S. <p>Abstract</p> <p>Population administration information system (SIAK) is a technology information system based on information technology equipped with special procedures and standards. This research entitled “The Application of Information Technology-Based Population Administration Information System Towards Single Identity Number in the Population and Civil Registration Service of Sumedang Regency, West Java Province. The purpose of the study was to find out how the Population and Civil Registration Service of Sumedang District applied the Population-based Administration Information System to the number single identity This study uses descriptive qualitative method with an inductive approach that aims to describe the phenomena that occur in relation to the scope of the study Data sources used in this study are person, place and paper Data and information retrieval through observation, interviews and documentation Results The research shows that the implementation of SIAK conducted by the Population and Civil Registration Service of Sumedang Regency is in accordance with the applicable rules and policies, but in the implementation, it still faces several problems. one of which is insufficient human resources and the lack of supporting facilities and infrastructure for SIAK.</p> <p>Keywords: application, population administration, informationtechnology</p>Ahmad Ripa'i

<p> Abstract</p> <p>This research entitled: The Strategy of Population and Civil Registration Departement in increasing the Marriage Certificates of Akit Tribe Community of Meranti Island Regency, Riau Province. The purpose of this research are ; to analyse some factors which affect the marriage certificate ownership ; the obstacles in increasing the marriage certificate ownership and; the strategy of Departement Population and Civil Registration of Meranti Island in increasing the ownership. Method used in this research are by Using qualitative research and inductive approach. Collecting the data by observation, interview and documentation. SWOT analysi was used in analysing the data. The conclusions are ; factors which affecting the marriage certificate ownership is the unconciousness and low understanding of society about the importance of marriage certificate ownership; the obstacles in increasing the ownership of marriage certificate in Akit Tribe community are disobeidance of religion and their settlement location is far and isolated ; the strategies have been done by the Departement of population and Civil Registration to resolve the problems; conducting socialization and providing service directly to their sttlement.</p> <p>Keywords: service, strategy, increased ownership, marriage certificates</p>Anya Risnawati Soerya PutriCyntia Zella Adiyani
