IMPLEMENTASI KEBIJAKAN PENYALURAN DANA ALOKASI KHUSUS (DAK) FISIK BIDANG KESEHATAN DI DINAS KESEHATAN KABUPATEN GARUT

Abstract

This research was motivated by a change in the distribution of the Physical Spesial Allocation Fund
(DAK) for the health sector due to the Covid-19 pandemic. This is stated in the decree of the Minister of Health
of the Republic of Indonesia Number HK.01.07/ MENKES/ 215/2020 concerning the utilization of the Special
Allocation Fund for Health for the prevention and/ or handling of covid-19 for Fiscal Year 2020 which orders
changes and additions to menus/ details of activities for the sake of acceleration handling Covid-19. This study
aims to determine the implementation of the policy for the Health Sector during the Covid-19 pandemic in
Garut Regency. The method used is descriptive with an inductive approach, which describes the
implementation of the policy on the distribution of the physical Special Allocation Fund (DAK) in the health
sector by using the policy implementation model according to Edward III. From the result of the study it is
known that communication and resources are less effective, whereas the disposition and SOP have been going
well. Implementation of the Regular Physical DAK Distribution for Health Sector Budget 2020 at the Garut
Regency Health Office after the additional menu/ activities as a whole has not been maximized because the
Health Office is still unable to carry out all additional activities optimally.

Abstrak
Penelitian ini dilatarbelakangi oleh adanya perubahan terhadap penyaluran Dana Alokasi Khusus (DAK)
Fisik Bidang Kesehatan akibat terjadinya pandemi Covid-19. Hal ini tertuang dalam Keputusan Menteri
Kesehatan Republik Indonesia Nomor HK.01.07/MENKES/215/ 2020 tentang pemanfaatan Dana Alokasi
Khusus Bidang Kesehatan untuk pencegahan dan/ atau penanganan Covid -19 Tahun Anggaran 2020 yang memerintahkan perubahan dan penambahan menu/ rincian kegiatan untuk kepentingan percepatan
penanganan Covid-19. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Penyaluran
Dana Alokasi Khusus (DAK) Fisik Bidang Kesehatan pada masa pandemi Covid-19 di Kabupaten Garut.
Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan induktif, yaitu mendeskripsikan
implementasi kebijakan penyaluran Dana Alokasi Khusus (DAK) fisik bidang kesehatan dengan
menggunakan model implementasi kebijakan menurut Edward III. Dari hasil penelitian diketahui bahwa
komunikasi dan sumber daya masih kurang efektif, sedangkan untuk disposisi dan SOP telah berjalan
dengan baik. Implementasi Penyaluran DAK Fisik Reguler Bidang Kesehatan Tahun Anggaran 2020 di
Dinas Kesehatan Kabupaten Garut setelah adanya menu/ rincian kegiatan tambahan secara keseluruhan
belum maksimal sebab Dinas Kesehatan masih belum dapat melakukan seluruh kegiatan tambahan dengan
optimal.
