<p><em>Every money spent and used by Government must be oriented to outcomes that can be measured by performance accountability, because all money that Government has is coming from taxes. Government Institution Performance Accountability System is a method that ensures every money spent by the Government must be oriented to outcomes, impacts and benefits that can be felt by the people. That is, the function of the Government Agency Performance Accountability System is to encourage performance of public sector. In the last three years the performance of Sukabumi City Government has not shown steady increase. This study aims to find out and explain how the implementation of a Government Agency Performance Accountability Management System in improving the performance of the Government of Sukabumi City. The method used by researchers in this study is a qualitative, descriptive method with an inductive approach. Then the data collection techniques used are interviews, documentation and observation, where researchers focus on the variables to be studied in order to obtain an empirical picture in the field.. Furthermore, to dissect the management of Government Institution Performance Accountability System in improving the performance of the City Government of Sukabumi, the researcher applied the Edward III </em><em>Implementation theory, where the Implementation theory has four indicators namely communication, resources, disposition/attitude and bureaucratic structure. The results obtained by researchers based on empirical facts in the field through primary and secondary data, found that the government of Sukabumi City still faces some issues on human resources and organizational structure.</em></p>MUCHAMAD ABDUL AZIS

<p><em>This research focuses on the problem of the role of district hea</em><em>d</em><em> in improving </em><em>government officer work culture at Fakfak District</em><em> of West Papua Province. The purpose of the study was to find out and analyze </em><em>government officer work culture at Fakfak District</em><em>. This research was conducted using descriptive method with inductive approach in explaining the state of research object in accordance with the facts in the field. Data collection techniques are carried out with interviews, observations and documentation. Meanwhile, the author's data analysis technique uses triangulation technique. Based on the results of the study </em><em>findings,</em> <em>government officer work culture at Fakfak District</em><em> can be categorized in a </em><em>low to middle quality</em><em> work culture. <p><em>As a city develops, several issues begin to emerge due to the changes in population growth, thus provides new challenges in realizing a smart city. In implementing the smart city initiative, Palangka Raya, the capital city of Central Kalimantan Province, has met various challenges due to its geographical and demographic conditions. Therefore, this study was conducted to determine the readiness of the Palangka Raya Government toward the Smart City, as well as to identify the efforts made by the Government to overcome those obstacles. This study used descriptive research methods with a qualitative approach and inductive data analysis. As for the research scope, the concept of the Garuda Smart City Model was applied in this study to measure the maturity level of Palangka Raya in implementing smart city initiatives. Data collection in this study was conducted by interview, observation, and documentation. Based on the results of research and data processing, it can be concluded that the readiness of Palangka Raya City Government towards the Smart City is said to be ready but not yet running optimally. There are some obstacles in the implementation of this program, including uneven internet network distribution throughout the city, the insufficiency of electrical power for the command center, and limited funds of the local budget. Moreover, The government’s effort to overcome the problems is to determine the scale of prioritization, which will solve the majority number of disparities problems in Palangka Raya due to the various typologies of the city which consists of cities, villages, and forestry. Furthermore, the government's efforts to develop Palangka Raya as a smart city have been formed in regulation listed in Regional Regulation No. 02 of 2019 related to the smart city program which has a clear strategy and steps to realize the smart city program in Palangka Raya.</em></p>Fuad Hussein Alfaat

<p><em>Anambas Islands Regency is an autonomous region that consists of a cluster of large and small islands scattered throughout its administrative area with a total of 238 islands. In terms of health services, Anambas Island Regency requires support regarding the availability of adequate infrastructures due to its status as an archipelagic regency located in the border area. To meet the needs of society for health facilities, The Regional Government established the development of Class C Regional Public Hospital as the target of health affairs development, as regulated in the Regional Regulation of Anambas Islands Regency Number 08 of 2011 concerning the Medium-term Development Plans of 2011-2015</em><em>. </em><em>This study is aimed to analyze and describe the implementation of hospital development policies, analyze and describe the supporting and inhibiting factors faced in implementing the Hospital Development Policy, and describe the concepts offered to the Regional Government in implementing the Hospital Development Policy in improving health services in Anambas Islands Regency. This study used explorative research methods with a qualitative approach to explore the identified issues, especially regarding the optimum level of policy implementation along with the obstacles in the process. Data used in this research consists of primary and secondary data obtained through observation, interview, and documentation. In data processing, the researcher used the Grindle policy implementation model to explain the implementation of hospital development policy to improve the health services in Anambas Islands Regency. </em><em>The result of the study shows that the Implementation of Regional Public Hospital Development Policy in Improving Health Services in Anambas Islands Regency has not been optimal since its development does not comply with the laws and regulations, possess inconsistencies in the planning process, and has not provided optimal health services for the community.</em></p>Nurisman Effendi

<p><em>Bangkalan District is the gateway to Madura Island from Surabaya. After the construction of the Suramadu bridge, access to Madura is relatively easier. However, high accessibility is not in line with the rapid progress of Bangkalan District. In other words, Suramadu bridge construction is unable to increase tourist visits to Bangkalan District significantly. This research attempted to formulate a community-based tourism development model in Bangkalan District, with the expectation that the community can be more prosperous through the development of the tourism sector. By using qualitative research method through intense observation and interview with some key informants, eventually obtained the following results: Bangkalan District community capacity is relatively low, this is proven from community education level which is dominated by primary school graduates. Besides, conceptual, communication, and negotiation ability are still low as well. Only the motor skills underlying congenital skills are considered sufficient enough as a provision for tourism sector development. Community capacity development in a short-term period can be carried out through routine and sustainable training. In terms of a long-term period, it needs more formal tourism education to prepare ready-to-use personnel in the tourism sector. The role of stakeholders, such as government, private, and society also has not run optimally. There has been no tourism development initiated by the public and private sector actors engaged in funding on a more formal scale, with the government as facilitator. The suggested community-based tourism development model in the tourism industry cluster, with more precise stakeholders roles, and local governments can have a role as cluster managers.</em></p>Ika Sartika

<p>This study aims to evaluate the implementation of local government policies in Ciamis Regency in the development of industrial designated areas as stipulated in Regional Regulation Number 15 of 2012 concerning Regional Spatial Planning. This research focuses on knowing the implementation of policies as a whole, from the policy outputs to the public outcomes. Industrialization in several business sectors must certainly have a positive impact on improving people's welfare. The grassroots community is the target of success in an income-generating program through the implementation of policies carried out by local governments. Ciamis Regency with various potentials, both in terms of region and geography, has opportunities for development in the industrial sector. This policy research aims to determine the implementation of policies, including the dynamics and how these policies are controlled, both in terms of monitoring, evaluation, and rewards; policy performance, including the dynamics in it, from the output (output) or results, felt or enjoyed by public organizations, to the outcomes (impacts) or results felt or enjoyed by the public and feedback to public organizations. The results obtained from this study are: (1) limited land for industrial area development; (2) the bureaucratic hierarchy in the licensing process which still takes a long time; (3) there is no significant impact on economic growth. <p>Early marriage is a social issue that currently occurred in the society which if ignored can threaten the rights of the children that should they get as citizens of Indonesia. This research is based on a high number of early marriage cases in Sidenreng Rappang Regency which has increased from the previous year. The purpose of this research is to find out; 1) The role of the local government through the Kantor Dinas Pemberdayaan Perempuan Desa dan Perlindungan Anak in preventing early marriage in Sidenreng Rappang Regency; 2) Obstacles faced in the prevention of early marriage; and 3) Prevention efforts carried out by Kantor Dinas Pemberdayaan Perempuan Desa dan Perlindungan Anak di Sidenreng Rappang Regency. This research uses descriptive qualitative methods with an inductive approach to describe the actual situation based on facts obtained in the field. Data collection techniques were carried out by interview, observation, and documentation which were than tested using data triangulation.The result of this research shows that the prevention of early marriage there was pursued by facilitation of an integrated service center namely P2TP2A and PUSPAGA as service provider institution for the community related to the issue of children’s and women’s right related to the issue of children and women’s right protection who were still unable to surpress the occurrence of early marriage in the community. This is caused by internal and external obstacles of local government namely budget limitation, lack of supervision at the level of urban village and village, family support, community culture, economic limitation, social environment, and social media. The effort had been made to overcome the obstacles to preventing early marriage namely by coordinating with the head of the OPD office, The Department of Religion, NGO, and community leaders to formulate policies to prevent early marriage and conduct socialization and counseling for the people of Sidenreng Rappang Regency.</p>Sahrania Wilda
