Abstrak

Community empowerment is one of the functions of government. The function is carried out by the government at every level. In the context of regional governance in Indonesia, the function of empowerment becomes a concurrent governmental matter. Decentralization which places the region as the owner of the right to organize and manage its household affairs has an obligation to empower its people, both in the social, economic, political and cultural context. The success of autonomy is indicated by several factors, some of which are the ability of local governments in improving the welfare of their people through various policies of empowerment. In relation to decentralization, the form of community empowerment is a policy that is more pro-local interests, even at a certain level of protection policy so that the community can develop all the ability to obtain their welfare.
