Law Nomor 6 Year 2014 about Village have the hybrid model, combination between self governing community and local self government (but quasi). According to Indonesia Constitution 1945 (before amendment), village or the other names will be construct as local government, and implemented in several law about local government during 1945-1979. After amendment, village or the other names, will construct as social community. Rosa <p>ABSTRACT</p> <p>Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Techniques of data collection in this research are interview, observation, documentation and triangulation. The result of this study to show the management of village funds has not been efective and many physical development activities that causes the proverty rate has not descreased or preprosperous in Fatukoto Village. Empowerment programs and activities are implemented but not on target and there are no result to improve the welfare of society. The results of the analysis and discussion was found that the implementation of smart governance in the city of Balikpapan in serving the needs of the community could be carried out well if coupled with strengthening local government resources that include institutions, budgets and IT apparatus on the dimensions of local government, and increasing community participation and community use towards applications in the community dimension</em><em>.</em></p> 2019-04-15T00:00:00+07:00 ##submission.copyrightStatement## TRANSFORMASI MANAJEMEN PEMERINTAHAN DI KABUPATEN SUKABUMI 2019-07-22T19:08:58+07:00 Agustinus Widanarto <p><strong>ABSTRACT</strong></p> <p><strong>&nbsp;</strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; This study is entitled “Government Management Transformation in Sukabumi Regency.” This study is set either by Local Governments or public having not understanding of Regency Sukabumi problems and conditions in terms of geographic, demographic, administrative, economic, and social conditions.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; This study is designed to know how government management transformation in the dimensions of reframing, restructuring, revitalization, and renewal in Sukabumi Regency.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; This study was conducted by using a descriptive method and qualitative approach. Informant involved in this study using purposive technique comprises Deputy Regent of Sukabumi, Assistant Chairman of Assembly at provincial level, Chief Executive of Agency for Regional Development, Chief Executive of Living Space Management Agency, Head of Educational Department, Head of Health Department, Head of Housing, Layout, and Cleanliness Agency, and Legal Administrative Section Head ofSukabumi Regency Secretariat.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The results of the study showed that there was change in the dimension of reframing, an increase in local vision of 2016 by Regent of Sukabumi turnover. Second dimension is restructuring taking place in dynamic fashion fit the current development of Sukabumi Regency; however, Sukabumi Regency could not to delivery public services. In the third dimension, revitalization, some matter was made but it is not accompanied by adequate change in regulation.&nbsp; While in the fourth dimension, renewal, it is not all of them are put in good run in relation to whole physical condition. Through such positions, RT and RW as actors of intregration &nbsp;the local self government and &nbsp;a self governing community thus generating socially governing community. But in the context of its implementation, the content and purpose of policy is failured and is bad execution. The effectiveness of the procedural and substantial effectiveness are in the category of unsuccessfull implementation and non-implementation. Kebijakan tersebut agar kepada Pejabat Pembina Kepegawaian Pusat dan Daerah melakukan audit organisasi dan penataan SDM Aparatur sesuai dengan arah/rencana strategis pembangunan. Disamping itu masing-masing instansi diharuskan melakukan redistribusi pegawai secara internal maupun lintas instansi, yang didasarkan pada hasil perhitungan kebutuhan Pegawai Negeri Sipil berdasarkan analisis jabatan dan analisis beban kerja. Hasil tersebut menjadi dasar untuk melakukan penataan PNS secara terencana dan berkesinambungan. Bagi Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kementerian PANRB) dan Badan Kepegawaian Negara (BKN) hasil tersebut dijadikan dasar untuk menyusun perencanaan pegawai secara nasional dan sebagai dasar dalam perumusan dan penetapan kebutuhan Calon Pegawai Negeri Sipil di lingkungan Kementerian/Lembaga, Pemerintah Daerah Provinsi, dan Pemerintah Daerah Kab/Kota, termasuk Kabupaten Bogor untuk pertama kali ujian penyaringan CPNS dilakukan dengan menggunakan alat bantu komputer atau Compuuter Assisted Test (CAT).<br>Penelitian ini dimaksudkan untuk mengetahui Implementasi Rekrutmen CPNS sebagai wujud Reformasi Birokrasi di Kabupaten Bogor. Penelitian ini menggunakan teori implementasi kebijakan menurut Edward III ada empat aspek dikaitkan dengan Rekrutmen CPNS.<br>Berdasarkan hasil penelitian dan pembahasan, implementasi rekrutmen CPNS di Kab. Bogor dapat dijelaskan sebagai berikut: 1) Aspek komunikasi dalam implementasi kebijakan rekrutmen CPNS dapat dilaksanakan dengan baik, karena terjadi komunikasi efektif antara pelaksana rekrutmen CPNS dengan para pelamar CPNS; 2) Aspek sumber daya manusia dalam implementasi rekrutmen CPNS didukung oleh sumber daya yang memadai, baik sumber daya manusia maupun sumber daya finansial; 3) Aspek disposisi dalam implementasi rekrutmen CPNS yaitu menunjuk karakteristik kepada Tim Pengadaan atau Rekrutmen CPNS; dan 4) Aspek struktur birokrasi ini mencakup dua hal penting petama adalah mekanisme atau SOP dan yang kedua struktur organisasi pelaksana sendiri.</p> 2019-04-15T00:00:00+07:00 ##submission.copyrightStatement##
